About the role

There is currently one fixed term contract post until 31 July 2027, subject to review. 

 This post is within our IT department, Digital Services, and is responsible for the procurement and implementation of a corporate Integrated Works Management Solution (ICMS), commonly referred to an Asset Management System (AMS).  The main area of work for this post will involve the transition away from multiple existing systems to a new corporate solution, as well as significant technological and business process change.

The post-holder will report to a Digital Portfolio Manager and the Project Board, and will:

  • using appropriate project management techniques, manage the implementation of the corporate IT programme or project(s)on a day-to-day basis.
  • take responsibility for overseeing the delivery of the programme/project(s) to ensure the objectives are clearly defined and achieved within the agreed time, cost and quality constraints; and
  • have a key role in project governance and working with senior stakeholders and the programme/project board to ensure the agreed project outputs are delivered to enable benefits to be realised.
  • manage and implement an IT programme/project(s) to directly improve employee efficiency and engagement through the use of technology, enabling changing business models, and improved workforce effectiveness.

The post holder will represent for the Digital Portfolio Manager on matters within the post-holder’s sphere of responsibility.

The Corporate Services Department provides essential strategic and operational support services, ensuring the council operates effectively and efficiently. Key functions include:

  • Audit, Governance & Risk Services – Ensuring compliance and best practices in corporate governance.

  • Commercial & Procurement Services – Managing procurement and contract oversight.
  • Digital Services – Providing IT infrastructure, cybersecurity, and digital solutions.
  • Regional Programmes – Leading the delivery of strategic initiatives such as the Belfast Region City Deal.
